West Virginia Courts Learning Center Project - Request for Qualification

The Supreme Court of Appeals of West Virginia (Court), in partnership with Charleston Creativity Connections, will commission TWO artists to create indoor artwork approximately 60" wide x 42" tall for the new West Virginia Judicial Learning Center, located within the East Wing of the West Virginia Capitol at 1900 Kanawha Blvd. E., Charleston, WV. The artwork must be court-centric and appropriate for all ages.

The artwork will be located in hallways near the Supreme Court of Appeals courtroom. The primary target audience for the West Virginia Judicial Learning Center is school-aged children but will be open and available to all visitors to the Capitol. The learning center will provide an interactive environment to promote education about important legal concepts, careers within the judicial branch, and a basic introduction into the structure of the state court system. The Supreme Court of Appeals of West Virginia is interested in incorporating local art around the educational space.

Eligibility: This opportunity is open to artists in the Kanawha Valley area

Semi-Finalists Proposal Award: Up to three artists from the applicant pool will be selected to prepare a design/drawing of their proposed artwork to be created for this project. Artists selected to create a proposal will be paid $200 for their proposal.

Project Budget: This project is funded through grant funds from the Greater Kanawha Valley Foundation. Total project budget monies are set for start-to-finish production of project deliverables. The West Virginia Judicial Learning Center Project Committee will recommend two artist finalists to the Supreme Court of Appeals of West Virginia for approval.

Each artist will be awarded a commission of $2,200 to create their proposed artwork. This amount includes all artist fees and includes cost for any materials used for creation of the artwork and the transportation and delivery of the completed artwork to the new learning center by Wednesday, November 8, 2023. An on-site contractor, with the guidance of the artist, will install said artwork.
